　MacBook Pro 2018モデルはThunderbolt 3コントローラに「Titan Ridge」を採用し、13インチの帯域制限もないそうです。詳細は以下から。

　Appleは現地時間2018年07月11日より発売を開始した「MacBook Pro 2018」で、Intelの第8世代CoreプロセッサCoffee Lakeを全てのモデルで採用しましたが、これによりMacBook Pro 2016/2017 13インチで制限されていた左右のThunderbolt 3ポートの違いがなくなったそうです。

MacBook Pro (13-inch, Late 2016, Four Thunderbolt 3 Ports) supports Thunderbolt 3 at full performance using the two left-hand ports. The two right-hand ports deliver Thunderbolt 3 functionality, but have reduced PCI Express bandwidth.

Lane数

　Appleが2016年10月に発売したTouchBar付きのMacBook Pro (Late 2016)13インチモデルは、Intelの第6世代CoreプロセッサSkylakeが採用され4つのThunderbolt 3(USB-C)ポートを搭載しましたが、同モデルのPCIe Lane数は12 Laneだったため、Appleは右のThunderbolt 3ポートのレーン数を2Laneにして、パフォーマンスを制限していましたが、

eGPU.ioより：左のThunderbolt 3ポート x4Lane、SSD x4Lane、Wi-Fiなど x1Lane、USBなど x1Lane→右のThunderbolt 3ポートを2Lane

Intelの第8世代Coreプロセッサを採用したMacBook Pro 2018ではPCIe Lane数が16Laneになったため、AppleInsiderなどによると、2018モデルから13インチでも右ポートの帯域制限は無くなっているそうです。

Apple’s shift to a processor with more PCI-e channels is responsible for an increase in total bandwidth to the new 13-inch MacBook Pro.[…]The new model has the i5-8259U processor, with 16 PCI-e lanes. More PCI-e lanes allow for both Thunderbolt 3 controllers of the machine to have full data path width, and as such, full speed.

　また、iFixitによるとAppleはMacBook Pro 2018でThunderbolt 3コントローラもアップデートしているそうで、2017モデルまで採用されてきた「Alpine Ridge(JHL6540)」が「Titan Ridge(JHL7540)」に変更されており、

Titan Ridgeコントローラは「Blackmagic eGPU」にも採用されており、スペック的には8K UHD(7680×4320)@60Hz対応のDisplay Port 1.4をサポートしていますが、CPU(iGPU)が8Kに対応していないため2018モデルでも利用可能なディスプレイは最大5K(5120×2880)@60Hzまでとなっていますが、将来的には8Kもサポートされると思われます。(dGPUを搭載した15インチモデルも現在のところ最大5Kx2枚となっています)

Ok, it seems I was too optimistic. According to Anandtech:
It's also worth noting that since the DP 1.4 spec is not supported by Intel's iGPUs, Intel-powered notebooks and desktops looking to take advantage of Titan Ridge's DP 1.4 functionality will have to use dGPUs to drive their TB3 controllers. This will somewhat increase the complexity of these designs, since previously most vendors only needed to route the iGPU to the TB3 controllers.
So it’s certain that the 13-inch MacBook Pro does not actually support DisplayPort 1.4, because the integrated Intel GPU does not support it (and you cannot add a dGPU to the 13-inch MacBook Pro). As for the 15-inch MacBook Pro, it remains a possibility, but I don’t think that Apple did in fact decide to use the dGPU to drive the Titan Ridge controller, which means that the 15-inch MacBook Pro doesn’t support it either, I presume.
