Mist(MacOS Installer Super Tool)はDropbox Inc,のNindi Gillさんが開発している、macOSのファームウェア/インストーラーのダウンロードツールで、Appleが過去にMac App Storeで公開したmacOSのインストーラーをダウンロードすることができますが、このMistがバージョン0.8アップデートで、起動可能なインストーラーの作製に対応しています。

Mist v0.8では、ダウンロード可能なインストーラーのリスト右に[Create bootable macOS Installer]ボタンが追加されており、ダウンロード済みのインストーラーからMac OS Extended (Journaled)でフォーマットしたUSBメモリなどにインストーラーを作成することができます。
macOS 13.4 Ventura Build 22F2073は、Appleが新たに発売したMac Pro (2023)やMac Studio (2023)、MacBook Air (15インチ, 2023)用なので他のMacでのインストーラ作成はできません。
Gillさんによると、起動可能なインストーラーの作製には、AppleがmacOSのインストーラーに同梱している“createinstallmedia”コマンドを利用しているそうなので、macOSのインストーラーアプリのダウンロードからインストーラーの作成までを自動で行いたい方は利用してみてください。

M1系Macでcreationinstallmediaコマンドを使えるOSバージョンに差がありそうですね
(試した限り、High Sierraのコマンドはbashがkillされて動きませんでした)
