Intelは現地時間2018年07月22日、一時公開を停止していたIntel CPUの消費電力や周波数、温度、使用率を確認できるCPUモニターアプリ「Intel Power Gadget for Mac」のv3.5.3を新たに公開しています(コメント欄でのご指摘ありがとうございます)。

Introduction
Intel® Power Gadget is a software-based power usage monitoring tool enabled for Intel® Core™ processors (from 2nd Generation up to 7th Generation Intel® Core™ processors). リリースノートや公式サイトの記載に変更はありませんが、v3.5.2とv3.5.3を比較してみると、同じサンプリング数でもメインウィンドウに表示されるグラフで急な変化によるスパイクが少なくなっています(Farukさんのツイートの上がv3.5.2で下がv3.5.3です)。
また、不具合が修正されているかは不明ですが、一時公開停止になっていたIntel Power Gadget v3.5.2では「macOS 10.13.4 High Sierra」にアップデートした一部のMacで、アプリをインストールすると起動しなくなる不具合が報告されていたので、ユーザーの方は公式サイトから最新版をダウンロードして利用してみてください。
