ディスプレイの輝度を75%より上に設定すると出現し、この設定をクリックすると輝度を閾値(75%)まで下げてバッテリーの消費を抑制してくれるそうで、内蔵ディスプレイの「輝度を自動調整」オプションを有効にしていても使用可能となっているそうです。

この設定はディスプレイを搭載したMacBookが対象で、macOS 10.12.3はまだBeta版のため今後どうなるかは定かではありませんが、AppleはmacOS Sierra 10.12.2で「メニューバーのバッテリーアイコンに表示されるバッテリー駆動の『残り』時間は正確ではない」としてこの表示を削除しているため、今後もバッテリー消費を抑制するための新機能が追加されるかもしれません。
